How to Apply for a Pension in Ukraine
Applying for a pension in Ukraine is an important legal process that requires careful preparation of documents and compliance with the applicable legislation. Proper preparation of a pension file is essential because it directly affects the amount of pension benefits a person will receive.
The pension application process begins with determining whether an individual meets the legal requirements for retirement benefits. To qualify for an old-age pension, a person must reach the statutory retirement age and have the required insurance record. As of 2026, the general rule requires applicants to be at least 60 years old and to have no less than 33 years of qualifying insurance record.
What documents are required to apply for a pension?
The following documents are generally required:
- Ukrainian passport or another valid identity document;
- Taxpayer Identification Number (TIN);
- documents confirming the insurance record (employment record book, employment certificates, etc.);
- salary certificates for specific periods of employment, where required;
- documents confirming education and/or military service;
- bank account details for receiving pension payments.
Once all required documents have been collected, the next step is to submit an application to the Pension Fund of Ukraine (PFU). This may be done in one of the following ways:
1. By submitting the application in person at the nearest Pension Fund office.
2. By applying online through the official electronic services portal of the Pension Fund of Ukraine. To use this option, the applicant must have a valid qualified electronic signature (QES).
After receiving the application and supporting documents, the Pension Fund reviews the file and decides whether to grant the pension. Under Ukrainian law, this process should generally be completed within 10 days after all required documents have been submitted. If any documents are missing or corrections are needed, the applicant is notified and has up to three months to provide the missing information.
Although the procedure may appear straightforward, completing every stage independently often requires considerable time and effort. Applicants may need to contact archives, former employers, and government authorities to obtain missing documents. In more complicated cases, lost documents must be restored or periods of employment must be confirmed through court proceedings. For this reason, many people seek professional legal assistance with pension applications. Experienced pension lawyers help verify insurance records, prepare all necessary documentation, and support clients throughout the entire process—from submitting the application to obtaining the Pension Fund's final decision. Professional legal assistance also helps avoid mistakes that could negatively affect both pension eligibility and the amount of future pension payments.
