Miners' Pension in Ukraine

In Ukraine, miners are entitled to an old-age pension on preferential terms, meaning they may retire earlier than the standard retirement age and under simplified insurance record requirements.

The right to a preferential miners' pension is established by the Law of Ukraine "On Mandatory State Pension Insurance" No. 1058-IV of July 9, 2003. Under this law, a preferential pension is granted to employees engaged full-time in underground work or in occupations involving particularly hazardous and especially strenuous working conditions included in List No. 1 of industries, occupations, positions, and indicators approved by the Cabinet of Ministers of Ukraine, subject to workplace certification. Such employees are entitled to retire at the age of 50, provided they have at least 25 years of insurance record for men, including at least 10 years in the qualifying occupations, and at least 20 years of insurance record for women, including at least 7 years and 6 months in such occupations.

For every full year worked under hazardous conditions included in List No. 1, one additional year is added to the insurance record. In other words, each year of underground work is counted as two years for pension purposes. This significantly accelerates the time when miners become eligible for retirement compared to other categories of employees.

The Pension Fund of Ukraine frequently refuses to grant miners' pensions.

• failure to recognize part of the underground employment record;
• missing or improperly prepared supporting certificates;
• failure to take workplace certification results into account;
• failure to confirm full-time underground employment;
• incorrect determination of eligibility for a preferential pension.
