How to Apply for a Pension in Ukraine: Procedure and Required Documents

A pension is an important form of social security that provides financial support when a person reaches retirement age or becomes entitled to pension payments on other statutory grounds. It can be regarded both as a social guarantee and as financial support earned through many years of employment and payment of social insurance contributions.

Although the pension application procedure in Ukraine may appear relatively straightforward, many people encounter difficulties in determining when they are entitled to a pension, which documents they need and how to submit an application. Therefore, it is useful to understand the main stages of applying for a pension.

Before considering the application procedure itself, it should be noted that Ukrainian legislation provides for several types of pensions. These include old-age pensions, survivor’s pensions, disability pensions and old-age pensions on preferential terms. Each type has its own eligibility requirements and may require a different set of supporting documents. The most common type is the old-age pension. Entitlement to such a pension depends on reaching the statutory retirement age and having the required insurance record.

What should you do if you meet the statutory requirements for a pension?

The first step is to submit an application and the necessary documents to the Pension Fund of Ukraine. The Pension Fund reviews the submitted documents, verifies the information required to determine pension entitlement and calculates the pension in accordance with the applicable legislation.

If you do not wish to visit a Pension Fund service centre in person, pension documents may also be submitted electronically through the Pension Fund of Ukraine’s online services.

How can you apply for a pension online?

A person can use the Pension Fund of Ukraine’s web portal and access their personal account using an available electronic identification method, including a qualified electronic signature or another supported means of electronic identification. The applicant can upload scanned copies of the necessary documents, complete the required electronic forms and submit the pension application online. The status of the application and information concerning the pension decision can subsequently be monitored through the electronic services of the Pension Fund.

It is advisable to prepare the necessary pension documents in advance rather than wait until problems arise after reaching retirement age. This makes it possible to identify missing documents, errors in employment records or unconfirmed periods of insurance record before submitting the pension application.

Which documents may be required when applying for a pension?

1. Identity documents – passport or another document confirming the applicant’s identity.

2. Documents confirming the insurance record – employment record book, certificates issued by employers, archival documents and other evidence of employment where required.

3. Documents confirming periods of education – diploma and its supplement, certificates and other documents where the relevant period may be taken into account for pension purposes under the applicable legislation.

4. Documents confirming military service, where applicable – military service records, certificates issued by the relevant authorities and other supporting documents.

5. Other documents – taxpayer registration number (RNTRC), civil status documents and, where necessary, certificates from archives, employers or their legal successors confirming periods of employment and/or salary information.

The exact set of documents required depends on the type of pension, the applicant’s employment history and the information already available in the relevant state registers.

Problems may arise where certain documents have been lost, contain errors or are incomplete. Such circumstances may complicate the pension application process but do not necessarily mean that the relevant period of employment cannot be confirmed. Depending on the circumstances, it may be necessary to contact archival institutions, former employers or their legal successors to obtain supporting or clarifying certificates.

In some cases, court proceedings may also be necessary. For example, an applicant may need to establish a legally significant fact, confirm that a particular document belongs to them, or challenge an unlawful decision of the Pension Fund refusing to grant a pension or recognise particular periods of insurance or preferential service.
