Early Retirement and Pension for Years of Service for Railway Workers in Ukraine

At the beginning of the Russian Federation’s full-scale invasion of Ukraine, railway workers played an important role in evacuating civilians. Has the state provided special pension guarantees for this category of workers? The answer is yes. Resolution No. 583 of the Cabinet of Ministers of Ukraine approved a list of professions and positions that may entitle employees to early retirement.

Accordingly, if a person worked in a qualifying position and accumulated the required length of service, they may be entitled to a pension for years of service.

The rules governing pensions for years of service for railway workers are generally similar to those applicable to other categories of employees entitled to this type of pension. In particular, eligibility may require reaching the age of 55 and having at least 30 years of total service, including at least 12 years and 6 months of service in qualifying railway positions.

Where a person has the required total length of service of 30 years, or 29 years and 6 months as of 1 April 2024, but does not have the full amount of qualifying service required for early retirement, Ukrainian legislation may provide an opportunity to retire at a later age subject to certain conditions.

A person who has the required total length of service and at least half of the required qualifying service — 6 years and 3 months — may be entitled to a pension with a reduced retirement age. In such cases, the standard retirement age of 60 may be reduced by one year for every 2 years and 6 months of qualifying service.

Thus, a person who has at least 29 years and 6 months of total service, including 10 years of qualifying railway service, may be entitled to retire at the age of 56, provided that all other statutory requirements are satisfied.
