How to Apply for a Pension in Ukraine While Abroad
Since the beginning of the full-scale invasion of Ukraine by the Russian Federation, many Ukrainians have been forced to leave the country to escape hostilities. Pensioners and people approaching retirement age are among those who have moved abroad. As a result, many Ukrainians find themselves in a situation where they reach retirement age while living in another country. What should you do in such a situation, and how can you apply for a Ukrainian pension while abroad?
Being outside Ukraine does not in itself prevent a person from applying for a Ukrainian pension. The Pension Fund of Ukraine provides electronic services that make it possible to submit a pension application remotely. Therefore, a person who has reached retirement age abroad may exercise their right to a pension without necessarily returning to Ukraine solely for the purpose of submitting an application.
It is advisable to collect as many documents confirming your employment history, insurance record and other circumstances relevant to your pension as possible. The exact list of documents depends on the type of pension, the applicant’s employment history and other individual circumstances.
Documents that may be required for a pension application from abroad include a passport, taxpayer identification number, employment record book, education documents, military service documents, documents confirming salary for relevant periods where required, marriage certificate and other civil status documents. Persons entitled to special pension benefits may also need documents confirming disability, participation in the liquidation of the consequences of the Chornobyl disaster or another special status.
This list is not exhaustive. In each individual case, additional documents may be required depending on the applicant’s employment history, type of pension, preferential employment record, periods of military service, education and other circumstances.
To apply for a Ukrainian pension online from abroad, the applicant must be able to log in to the electronic services portal of the Pension Fund of Ukraine using an available electronic identification method. After logging in, the applicant can complete the pension application and upload electronic copies of the necessary documents.
If legal representatives or pension lawyers assist with the procedure, the scope and method of representation should comply with Ukrainian legislation and the requirements applicable to electronic services. For security reasons, personal electronic signatures and access credentials should not be transferred to third parties unless this is expressly permitted by law and the relevant electronic service.
Before submitting the application, it is advisable to analyse the available documents carefully. This helps determine whether all periods of employment are properly documented, whether the required insurance record has been accumulated and whether additional certificates or other evidence should be obtained.
After the application and supporting documents have been submitted, the Pension Fund reviews them and decides whether to grant the pension. If the Pension Fund refuses to grant a pension, fails to include certain periods in the insurance record or calculates the pension incorrectly, its decision may be challenged in accordance with Ukrainian law.
Another common question is: can you receive a Ukrainian pension while living abroad? In general, residing outside Ukraine does not automatically mean that a person loses the right to a Ukrainian pension. However, the procedure for continuing pension payments abroad may depend on the pensioner’s circumstances and compliance with the identification and other requirements established by Ukrainian legislation.
It is particularly important not to delay applying for an old-age pension after reaching the statutory retirement age. Under the general rule, if the application is submitted no later than three months after the date on which the person reaches retirement age, the pension may be granted from the day following the date on which the right to the pension arose. If the application is submitted later, the pension is generally granted from the date of application.
Therefore, if you have reached retirement age while living abroad, you do not necessarily need to return to Ukraine simply to apply for a pension. The application can be submitted remotely in cases provided for by law. The most important steps are to check your insurance record, prepare the necessary documents and submit the application within the required period.
