How to Receive a One-Time Payment of 10 Monthly Pensions in Ukraine

Certain categories of employees, including healthcare and education professionals working in the public sector, may be entitled to a pension for years of service under the conditions established by Ukrainian legislation.

At the same time, healthcare and education professionals who are entitled to a pension for years of service may continue working and apply for an old-age pension after reaching the statutory retirement age. Subject to the requirements established by law, such persons may be entitled to a one-time cash payment equal to ten monthly pensions when their old-age pension is granted.

To qualify for the one-time payment of ten monthly pensions, a person must meet the statutory requirements regarding the required insurance record in positions and institutions that entitle them to a pension for years of service. As a general rule, the required special insurance record is 35 years for men and 30 years for women. Whether a particular period may be included in the required record must be determined according to the legislation applicable to that specific period and type of activity.

Another important condition is that the person must not have previously received any type of pension. Therefore, entitlement to the payment should be checked individually on the basis of the applicant’s pension history, employment record and other relevant documents.

The amount of the cash assistance equal to ten monthly pensions is calculated on the basis of the pension determined as of the date on which the old-age pension is granted. This payment is made on a one-time basis and is not included in the amount of the regular monthly pension.

If the Pension Fund of Ukraine does not grant the payment, it is necessary to determine the reason for the refusal. A dispute may arise because certain periods of employment were not included in the required special insurance record or because the Pension Fund considers that the applicant does not meet one of the statutory conditions.

If the refusal is unlawful, the pensioner has the right to challenge the decision of the Pension Fund in an administrative court and seek the payment of the cash assistance equal to ten monthly pensions.
